TPF&T covers third party damage (i.e. if someone hits you/not your fault), fire damage and theft. Decent bog standard level of cover

Comprehensive covers everything damage wise including accidents which were your fault, or if you come off the scoot. Sounds good but these policies tend to be much more expensive than TPF&T, particularly for young riders

For a 17 year old rider which would be the best choice?

I went third party fire and theft, mainly because it offers a respectable cover. For minor accidents, its usually cheaper to sort it your self than claim, and makes things worse in the long run. But if you get a really good price on fully comp go for it.

Up to you really, tho I can't see comprehensive being that cheap for you. Like Jord says if you drop your scoot/come off you can just fix it yourself. Vespas were designed to be fixed easily and cheaply, so with the size of the scene and abundance of spares you'll still be able to fix the majority of accident damage for less than the cost of your excess... actually you can even buy off the shelf replacement frames if needs be Cool
